PROCESS

Designs will be collected by the committee of Catalyst members producing the contest. The committee will eliminate designs that fail to comply with the contest rules (listed below). Designs and accompanying artist’s statements will be given to the judges without any identification attached to them, aka ‘blind judging’. Committee members collecting designs are not on the judging panel, nor will they have influence on judges’ decisions. The judges will score submissions individually and then evaluate the top-scoring designs together as a panel. They will score designs based on Creativity, Symbolism, Artistic Merit, and Execution, and use the Design Guidelines at their discretion. Five designs will be declared the finalists, and presented to the public for online voting. At the end of the public voting period, the flag design with the most votes will be presented to City Council, and the winner and all finalists will be presented with their cash awards. The winning designer will have the opportunity to oversee the production of the flag with their design.

The winning designer will be awarded at least $1,000.

Finalists will be awarded at least $200 each.

ARTIST’S STATEMENT

The nature of flag design relies on simplicity and symbolism. Therefore, while not required, an artist’s statement of 150 words or less is recommended to accompany each design. For example, an artist’s statement for Old Glory might include: “The 50 stars on the flag represent the 50 states, and the 13 stripes represent the 13 colonies that declared independence from Great Britain, and became the first states. White signifies purity and innocence, Red, hardiness, and valor, and Blue signifies vigilance, perseverance, and justice.” Should the artist’s statement exceed the maximum word limit, only the first 150 words will be provided to the judges. To maintain the integrity of blind judging, artist’s statements that identify the artist will be excluded from judging.

OFFICIAL CONTEST RULES

  • Designs must be submitted between March 1, 2017 and midnight on April 7, 2017.

  • Designers must be residents of Shasta County.

  • Designs must be original.

  • Designs must be positive in spirit.

  • Designs must use no more than 6 solid colors.

  • Designs with religious symbols will not be considered.

  • Designs construed as hateful, defamatory, or discriminatory will not be considered.

  • Designs with references to alcohol, drugs, or illicit activities will not be considered.

  • Anonymous submissions forfeit any right to prize money.

  • In the event of significantly similar or identical designs, the artists’ statements will be considered in the scoring. Should the artists’ statements also reflect a significantly similar design process, the first design submitted will be considered.

Failure to comply with any of these rules will result in the design being eliminated from competition.
